DECLARATION ON LITHUANIA'S MORAL INDEPENDENCE

Adopted at the session of the expanded Council of the Lithuanian Restructuring Movement (LRM) on November 20,1988, in Vilnius, Lithuania, by a vote of 135 for, one against, and four abstentions:

the Lithuanian Restructuring Movement (LRM) declares Lithuania's moral independence. We assert that no political situation can restrict Lithuania's free will as its supreme right. Only Lithuania can pass and execute its laws. Until this principle becomes a legal norm, it must be everyone's personal statute.

From now on, only those laws shall be honored in Lithuania that do not restrict Lithuania's independence. Failure to observe laws that violate our independence may result in juridical liability, but it does not violate morality.

LRM has established a court of honor to defend these principles. Basing itself on the Lithuanian State sovereignty, as it is proclaimed in the Constitution, the court of honor declares as anti-constitutional all laws and actions that would violate this sovereignty.
